LiteLLM v1.106.7 发布：Docker 镜像启用 cosign 签名验证

LiteLLM 发布 v1.106.7，所有 Docker 镜像均使用 cosign 签名，可用固定 commit hash 或 release tag 验证签名。该版本停止在 1.106.x 上打包构建 Lens，并支持在 /v1/videos 上提供 custom_provider_map 的 BaseVideoConfig 提供商。
